NPO Splav (Scientific Production Association “Splav”) is a major Russian defense-industrial organization based in Tula, Russia, specializing in the development of multiple-launch rocket systems (MLRS) and associated rocket munitions. Its origins trace back to a Soviet research institute established in the post–World War II period; the organization later became known as NPO Splav. NPO Splav is particularly famous for its role in developing the BM-21 Grad, BM-27 Uragan, and BM-30 Smerch multiple-launch rocket systems. These systems became widely recognized Russian artillery platforms and were exported or operated by numerous countries. The organization has also contributed to newer systems, including the Tornado-G and Tornado-S families, as well as various rocket and artillery munitions. Rostec identifies Splav as a key developer of multiple-launch rocket systems within Russia's defense industry. Today, NPO Splav is associated with Rostec, Russia's state-owned industrial conglomerate. Its importance lies primarily in its expertise in rocket artillery, making it a significant part of Russia's military-industrial sector.
