Russia’s Military‑Industrial Companies and Their Key Plants
Russia’s military industrial complex is dominated by large state controlled corporations that coordinate networks of design bureaus, factories and specialized suppliers. Among the most important are Rostec, Almaz Antey and United Aircraft Corporation (UAC). These three organizations cover much of Russia’s production of armored vehicles, artillery, ammunition, air defense systems, combat aircraft, engines and associated electronics. The Kyiv School of Economics estimates that the top ten corporate groups control around 52 % of the sector’s assets, illustrating the highly concentrated nature of Russian defense production.
Three organizations stand out because of the breadth and strategic importance of their production: Rostec, Almaz Antey and United Aircraft Corporation (UAC). Their activities cover much of the equipment Russia uses in the war in Ukraine, from tanks and artillery to air defense systems and combat aircraft.
Rostec



Rostec, founded in 2007 as Russia’s largest state owned defense and technology conglomerate, is the most diversified organization within the country’s defense industrial system. It consolidates hundreds of enterprises—more than 800 organizations across dozens of regions—spanning aviation, engines, electronics, optics, automotive manufacturing, metallurgy, telecommunications, civilian technology, and a wide array of defense sectors such as armored vehicles, artillery, ammunition, small arms and other military equipment. While its activities extend far beyond weapons, arms and military hardware remain among its core priorities, with the corporation handling almost half of Russia’s state defense procurement program.
Because Rostec is a conglomerate, its importance is better understood through its major production enterprises.

Rostec itself identifies Uralvagonzavod, Kalashnikov and High Precision Systems among its major weapons manufacturers and says its operations encompass armored vehicles, artillery, high precision weapons and ammunition.
Rostec effectively provides Russia with an integrated defense production network. A tank, for example, can depend on Rostec controlled enterprises for its engine, electronics, optics, weapons and ammunition. This vertical integration is particularly important during wartime because the government can direct investment and procurement toward expanding production capacity rather than relying entirely on independent private contractors.
Rostec is listed in the Ukrainian sanctions database with 553 legal entities and is estimated to produce more than half of Russia’s weapons and military equipment.
Role in the War
Rostec has been central to Russia’s transition to a wartime production economy. Between the start of the invasion and 2024, production of many military products increased five to six fold. Consolidated revenue reached 3.61 trillion rubles in 2024, with civilian revenue of about 1.1 trillion rubles. Its enterprises manufacture or refurbish a large proportion of the equipment Russia requires to replace battlefield losses, including tanks, artillery, ammunition, helicopters, combat aircraft, engines, electronic warfare systems, communications equipment, precision guided weapons and small arms.
Corruption and governance concerns have long prompted questions about transparency, competition and efficiency at Rostec, given its sheer size and privileged position. Adding to these challenges, the company has been under Western sanctions since 2014, with restrictions intensifying after the full scale invasion; the breadth of its corporate structure - comprising a tangled web of subsidiaries and suppliers - creates gaps that complicate comprehensive sanctions coverage. Moreover, Russia remains dependent on imported microelectronics, machine tools, sensors and other precision components, and although sanctions have forced Rostec to expand domestic production, significant difficulties persist in replacing the advanced foreign technology the nation still requires.
Almaz Antey


Almaz Antey is Russia’s leading defense corporation specializing in air defense, missile defense, radar, and associated command and control systems. Its product portfolio spans the major Russian air defense families - including the S-300, S-400, Buk and Tor systems - along with their interceptor missiles, surveillance and fire control radars, automated command networks and navigation/electronic suites. The company’s importance has grown dramatically during the war, as Russia depends heavily on layered air defense networks to protect military installations, industrial facilities and critical infrastructure.

Almaz Antey’s role goes beyond producing individual missiles. Modern Russian air defense relies on a combination of radars, command and control systems, launchers and interceptor missiles. This makes Almaz Antey one of the key organizations supporting Russia’s ability to defend its forces and infrastructure from Ukrainian aircraft, cruise missiles and drones. It also means that the company occupies an important position in Russia’s wider military industrial supply chain: missile production requires specialized electronics, propulsion, guidance systems and radar technology.
Role in the War
Almaz Antey supplies Russia’s defensive shield, protecting bases, command centres, airfields and industrial facilities. Some surface to air missiles have also been adapted for ground attack missions, making the corporation important to both defensive and offensive capabilities.
The 2014 destruction of Malaysia Airlines Flight MH17 over eastern Ukraine remains the most significant international controversy involving Almaz Antey; a Dutch led Joint Investigation Team determined that a Buk missile system belonging to Russia’s 53rd Anti Aircraft Missile Brigade was responsible for shooting down the aircraft. Initially sanctioned after the 2014 intervention, the company faced additional sanctions following the full scale invasion. The ongoing war, which has evolved into a large scale missile and drone conflict, has heightened the strategic importance of Almaz Antey’s products, driving greater demand for interceptor missiles, radars, launchers and command and control systems.
United Aircraft Corporation (UAC)

United Aircraft Corporation (UAC) is the cornerstone of Russia’s military aircraft industry. Created in 2006 to unify a fragmented aviation sector, the holding now brings together roughly 30 enterprises and the country’s major aircraft brands - Sukhoi, MiG, Ilyushin, Tupolev, Yakovlev and Beriev. Its military portfolio spans advanced combat jets such as the Su-34, Su-35 and Su-57, a range of MiG fighters, and strategic bombers including the Tu-22M3, Tu-95MS and Tu-160M, as well as various military transport aircraft.

UAC itself identifies the Kazan, Novosibirsk, Irkutsk, Voronezh, Nizhny Novgorod and Komsomolsk-on-Amur aviation plants among its historical and industrial network.
UAC provides Russia with the aircraft necessary for several components of the war:

The importance of UAC also extends to Russia’s long range missile campaign. Strategic bombers and other aircraft serve as launch platforms for Russian cruise missiles.
Role in the War
UAC is directly involved in Russia’s air campaign, with the Su-34 heavily employed for frontline bombing and glide bomb attacks, while its strategic aviation fleet - Tu-95MS, Tu-160 and Tu-22M3 - launches long range missiles against Ukraine. The United States has designated UAC and several affiliates for sanctions targeting Russia’s aerospace sector, citing their role in procuring, maintaining and replacing the military aircraft used in the invasion. Modern aircraft rely on sophisticated electronics and imported components, and export controls have disrupted access to Western avionics, engines and other parts; this has forced Russia to substitute domestic components, which in turn increases costs and creates production bottlenecks.

Rostec is vastly larger than either UAC or Almaz-Antey as a corporate group. In 2024, Rostec reported more than 3.61 trillion rubles in consolidated revenue, while United Aircraft Corporation reported 538.9 billion rubles. Comparable current revenue data for Almaz-Antey are not publicly available, although SIPRI estimated its arms revenue at 7.6 billion rubles in 2020.
These three companies illustrate the structure of Russia’s modern MIC. Rostec is the broadest organization, spanning the production chain from ammunition and armored vehicles to aircraft, engines and electronics. Almaz Antey represents Russia’s air defense and radar complex, providing the systems Russia uses to defend its forces and strategic infrastructure. UAC represents the aerospace sector, producing many of the combat aircraft and bombers used by Russia.
The three entities are tightly interconnected through state owned holding structures and shared supply chains. Many of Rostec’s subsidiaries (e.g., Russian Helicopters, UEC, KRET) supply engines, avionics and other subsystems that end up in UAC built aircraft, while Almaz Antey’s radar and missile guidance technologies are incorporated into air defense platforms mounted on both ground vehicles and aircraft. All export contracts for these defense products are channeled through Rosoboronexport, Russia’s state run arms export agency, which acts as the sole authorized dealer for foreign customers and coordinates the licensing, financing and logistics of sales for Rostec, Almaz Antey and UAC alike.
There is an important structural caveat: some of the enterprises listed above ultimately overlap through ownership and holding structures. For example, Rostec itself contains major aviation and engine holdings, while UAC is part of Rostec’s wider aviation ecosystem. Rostec’s own documentation describes a portfolio encompassing Russian Helicopters, UEC, KRET, UAC and Uralvagonzavod, among others. Understanding this intricate web is essential for grasping how Russia’s defense production adapts to wartime pressures, how sanctions seek to erode its capabilities, and why any effort to curtail the war must consider the systemic interdependence of these pivotal state controlled enterprises.
